قال رئيس الهيئة العليا للرقابة الإدارية والمالية، كمال العيادي،اليوم الإثنين 11 فيفري 2019، إنّ الديون المستحقة لفائدة ديوان الطيران المدني والمطارات والشركة التونسية للملاحة وديوان البحرية التجارية والموانىء، تجاوزت الـ 1000 مليار مليم، وهو ما يتطلب تدخلا على مستوى رئاسة الحكومة.
وأفاد العيادي، عقب اجتماع مغلق عقد، اليوم الإثنين، بين وزارة النقل والهيئة العليا للرقابة الإدارية والمالية، أنّ من بين الإخلالات المسجلّة في مجال النقل الجوي مسألة تأخر تسليم حقائب المسافرين قائلا: “إن ديوان الطيران المدني والمطارات، يقر مسؤوليته في ذلك، في حدود 4 بالمائة، فقط، وهو ما يتطلب تدخل وزارة النقل لحل هذا الإشكال”.
وأشار من جهة اخرى، على سبيل الذكر، إلى أنّ الشّركة الوطنية للنقل بين المدن، سجلت خسائر تناهز 4 مرات ضعف رأس مالها. وقد قدمت الشركة، وفق قوله، برنامجا لإعادة هيكلتها منذ سنة 2014 ووقع تحيينه سنة 2018، بيد أنّه مازال في انتظار عرضه على مجلس وزاري.
وأكد وزير النّقل، هشام بن أحمد، من جانبه، أنّ دائرة المحاسبات والهياكل الرقابية العامة لرئاسة الحكومة وأملاك الدولة، رصدت 500 إخلال على مستوى مختلف الهياكل والمؤسسات الراجعة بالنظر لها، تمت تسوية 318 منها.
وتحفظ الوزير عن تقديم توضيحات بشأن نوعية الإخلالات واصفا إيّاها بالعامة وأنّها تتعلق بسوء التصرف.
وتابع بن أحمد موضحا ان الوزارة تتولى، حاليا، القيام بمتابعة القرب (تنبني على التثبت مع المتصرف العمومي مباشرة)، لـ 182 إخلال (من اجمالي 500 إخلال) تتعلق بالمؤسسات الراجعة لها بالنظر.
وقال الوزير، “الأهم أننا نريد، اليوم، القيام بإعادة هيكلة العديد من المؤسسات الراجعة بالنظر الى وزارة النقل في غضون سنة 2019 “. وبين أنّ إعادة الهيكلة لا تتركز على “ضخ الأموال”، فحسب، بل تمتد الى عديد الجوانب منها التجارية والإجتماعية.
وأوضح، بخصوص عدم رضا المواطنين عن أداء خدمات النقل العمومي، أن أهم الإشكاليات المطروحة تعود إلى النقص الحاصل في عدد الحافلات لا سيما منذ 8 سنوات.
وأردف “انه من بين الحلول التي ارتأتها الوزارة، اقتناء 1108 حافلة، تم الحصول على 500 منها والبقية مازالت فيها إشكاليات قانونية”، وفق تعبيره. وابرز أنه سيتم، بعد 18 شهرا من الآن، اقتناء 110 من عربات القطار لدعم النقل الحديدي في مختلف انحاء البلاد.
ولفت من جهة اخرى، إلى أنّ الوزارة بصدد تقييم تجربة توفير الأمن داخل وسائل النقل العمومي، دون تقديم توضيحات، مبرزا انها ستعمل على تطويرها في أقرب الآجال.
